Hillsborough car salesman accused of running ‘title washing scheme’

The Brief

    • A Hillsborough County car salesman made an appearance in court after he was accused of running a “title washing’ scheme.
    • He’s facing multiple charges, including selling or possessing a vehicle with altered numbers, forged motor vehicle title and grand theft of a motor vehicle.
    • His bond was set at $85,000 for all 12 charges during his court appearance.
A Hillsborough County car salesman appeared in court on Thursday, accused of running a “title washing” scheme.
Ahmed Njie, 40, is facing 12 charges, including selling or possessing a vehicle with altered numbers, forged motor vehicle title, and grand theft motor vehicle.

What is title washing?

“What makes [title washing] problematic is that you’re taking the title of a vehicle, and you’re essentially rewriting it,” auto industry expert Michael Caudill said. “So scammers, what they will do is, they’ll take a vehicle that has been in an accident, and they will wipe clean that title, then re-register that vehicle. And that essentially, when you run it through your Department of Motor Vehicles, it will show that there’s been no accidents on it.”

Court documents accuse Njie of getting a fake title for a Range Rover that was reported stolen out of Lake City back in 2022. According to the search warrant by the Hillsborough County Sheriff’s Auto Theft Unit, “the vehicle was therefore confirmed to be re-VINed and fraudulently titled in the State of Florida.”

“If you look in most new cars today inside the windshield, right on the driver’s side, the VIN number is listed right there,” Caudill said of a vehicle’s identification number (VIN). “They’ll pop that VIN number off and put a different VIN number on of a similar make and model.”

According to the search warrant, investigators found “various photographs of stolen vehicles, fraudulent vehicle Certificate of Titles, fraudulent driver’s licenses, fraudulent social security cards, (and) fraudulent VIN stickers.”

“The number one way that you’re going to title wash a vehicle is that you’re going to usually move it from state to state,” Caudill said.

Hillsborough salesman’s scheme

The backstory:

In March 2024, Njie and his associates are accused of bringing a South Carolina title to the Plant City Tax Collector’s Office in an attempt to re-title a Mercedes-Benz that had a lien on it. According to the criminal report affidavit, Njie is accused of financing the Mercedes-Benz under a fake name and then having his associate re-title the vehicle in Florida with a fake South Carolina title.

“If successful, Ahmed Njie would have effectively “title-washed” the vehicle, thus clearing the lien, which exceeded $50,000 in payments still owed,” the criminal report affidavit explained.

“Title security is complex,” Hillsborough County Chief Deputy Tax Collector Jennifer Castro said. “Kind of like with any other official document: If there’s criminals and bad actors, and they want to falsify a record to steal something, they’re definitely going to try to do it.”

Plant City tax collector employees reached out to South Carolina officials, who told them the title was fake, court records show.

“They are trained extensively on what to look for on documents and even behaviors of people who enter the office,” Castro said.

What’s next:

On Thursday, Njie’s defense attorneys asked the judge for a reasonable bond, explaining that their client “is employed as a car salesman and a business owner” with a wife and children, who live in the area.

Bond was ultimately set at $85,000 for all 12 charges.

What we don’t know:

Court documents don’t explain what Njie was doing with these re-titled vehicles. The Hillsborough County Sheriff’s Office said they would release more details at a later date.

Renew your vehicle registration at Publix: New kiosks open in Hillsborough

TAMPA, Fla. (WFLA) — Hillsborough County residents can renew their vehicle registration and pick up a PubSub, all in one place.

The Hillsborough County Tax Collector’s Office announced an expansion of the existing self-service kiosks at Publix locations across the county.

“Our team is committed to enhancing our residents’ experience and access through innovative options,” Nancy Millan, Hillsborough County Tax Collector, said in a statement. “Being able to renew your registration while you’re picking up your groceries or prescriptions makes it very easy and convenient for customers.”

The kiosks allow residents to renew their vehicle registration and decal after normal business hours and on weekends. The tax collector’s office said the process can take as little as two minutes.

2024 PROPERTY TAX PROCESS UPDATE

This adjustment ensures property owners have adequate time to plan and make payments. The 4 percent early payment discount is extended through December 31. This extension gives property owners additional time to maximize savings. Payments can still be made at any time, despite the delayed mailing. The Hillsborough County Tax Collector’s North Tampa office is temporarily closed Tuesday morning due to a natural gas leak in the area. The office will re-open Wednesday morning at 9 a.m.

A shelter-in-place order has been issued for areas near East Bougainvillea Avenue and North 30th Street.

Individuals with business before the Tax Collector’s office should visit another location or use digital resources available online.

Hillsborough County Tax Collector’s Office Kicks Off Holiday Donation Drive

HILLSBOROUGH COUNTY, Fla. – The Hillsborough County Tax Collector’s Office is spreading holiday cheer by launching its annual donation drive to benefit Metropolitan Ministries.

Following a challenging year with recent storms impacting the community, the Tax Collector’s Office is calling on residents to embrace the spirit of giving and support families in need this Thanksgiving and Christmas.

Last year, the Tax Collector’s Office received the “Holiday Hero” award from Metropolitan Ministries for organizing one of the largest holiday donation drives in Tampa Bay. This year, they aim to surpass previous efforts and make an even greater impact.

“Our community has been through so much recently, and it’s more important than ever to come together and support one another,” said Nancy Millan, Hillsborough County Tax Collector. “We are incredibly grateful to receive the Holiday Hero award, but our work isn’t done. We’re asking everyone to join us in making this year’s holiday drives the most successful yet. Your generosity can truly change lives.”

The Tax Collector’s Office is accepting donations of non-perishable food items, gifts for children, and other essential items at all of its branch locations. These donations will go directly to Metropolitan Ministries to provide meals and support to those in need during the holiday season.

Property tax relief available to Hillsborough County home and business owners impacted by hurricanes

Tampa, FL — November 4, 2024

HILLSBOROUGH COUNTY, Fla. — If your home or business was damaged by Hurricanes Helene or Milton, you may be eligible for a tax break.

Charles Hollowell and his wife Beverly have begun the process of restoring their Plant City home.

“Water filled this room, totally from one end to the other,” said Charles Hollowell.

The couple said every room in their house, except the kitchen, sustained water damage from Hurricane Milton.

“We’re in the process of pulling up the carpet and putting new flooring in,” Hollowell said.

Hollowell said replacing their floors is costing them about $7,000, and that’s not their only expense.

“We’re going to be moving out because of the mildew. We’re going to be staying in a motel starting next week,” Hollowell said.

If your home was damaged or destroyed by the recent hurricanes, you are still required to pay property taxes, but you may be eligible for a refund if the residence is uninhabitable for 30 days or longer.

A homeowner must submit an application for Catastrophic Event Tax Refund, to the Hillsborough County property appraiser.

“The property appraiser may request supporting documentation. Take pictures, communicate clearly to the people as you submit this to. You may need utility bills, insurance information, statements, building permits, photos,” said Florida State Senator Jay Collins.

Damage must be reported to the county property appraiser by March 1, 2025.

The storms are also slowing down when you get your property tax notice. Usually, they are sent out on November 1. This year, that’s delayed until November 25.

“In addition, we are going to be extending the four percent discount period, until December 31. Again, giving that additional relief for those who are impacted here in Hillsborough County,” said Nancy Millan, Hillsborough County Tax Collector.
